Do gooders like Mr Blackman devote all their energies to looking after criminals.
Why doesn't he also address the victims of crime? If all of Mr Blackman's recommendations were implemented then prison life becomes an attractive incentive to those individuals who, through relative poverty, have their standard of living elevated by using crime as a device to enjoy the fruits of his unbalanced ideas.
