Conservative candidate Richard Bennett has won a place on Reigate and Banstead Borough Council, taking Tadworth and Walton ward with an overwhelming majority at Thursday's by election.
Councillor Bennett received 925 votes, UKIP's Joseph Fox 350 and Labour's David Knowles 163.
Officials said 13 ballot papers were rejected.
The by election followed the death of the former Mayor of Reigate and Banstead and deputy leader of the council Michael Buttery.
Councillor Buttery, 73, had represented Tadworth and Walton ward since 1998.
