One police officer received serious injuries during the incident, when the suspect drove over his foot while he deployed a stinger device, also known as tyre shredders.
The officer has been taken to hospital with serious injuries, though they are currently not believed to be life-changing.
A spokesman for Surrey Police said : “The pursuit began when a grey Vauxhall Insignia made off from officers in Caterham at around 3am this morning.
“The vehicle drove towards the M25 and officers began an authorised pursuit.
“The vehicle left the motorway at Junction 9 and specially trained officers bought it to a stop at 3.20am on the A24 bridge over the M25 at Leatherhead (close to the Knoll roundabout).”
“The driver of the Vauxhall, who was the only person in the car, has been arrested, and taken to hospital as a precaution.
“A number of police vehicles were also damaged during the incident.”
