Fifteen penises have been spray-painted next to potholes in Cock Lane, in what is believed to be part of a protest by a disgruntled motorist.

Surrey County Council earmarked the road in Fetcham as part of Operation Horizon, a £100m project to fix the county’s worst roads, which began in 2013, but repairs are yet to start.

John Furey, Surrey County Council cabinet member for Highways, Transport and Flooding said the "pure act of vandalism" is an ineffective protest.

The Conservative member said: "Of course this wasn’t done to draw our attention to the state of the road.

"This was obviously just done by someone with nothing in their mind and plenty time on their hands.

"This was purely an act of vandalism that will cost more to have this removed and it’ll come out of the budget for highway repairs.

"The fact is we do regular inspections of all our roads and when something either presents a health and safety issue or meets our intervention criteria we do something about it."

 

 

A similar stunt was pulled in April this year by a Manchester man who was dubbed 'Wanksy' by national media.

Polly Birkbeck, who saw the graffiti while taking her daughter to school, described the penises as 'amusingly puerile'.

She said: "It's been done before elsewhere but I doubt 'Wanksy' would bother to come to sleepy old Fetcham."
