Surrey County Council (SCC) is bidding for more than £1.5 million to help keep cyclists safe on town centre roads.
SCC aims to win the cash to install cycle paths in Leatherhead and Walton-on-Thames.
If successful, Leatherhead would get cycle lanes to join up the town centre with the railway station, schools and major employers, and Walton-on-Thames would get cycle paths linking shops and schools with Upper Halliford via a new £32 million bridge being built.
SCC’s cabinet member for transport and environment Councillor John Furey said: "The way we travel has a huge impact on our quality of life, the economy and the environment.
"If our funding bid is successful, the money will be used to make journeys easier, safer and greener."
